Dwight presented the meeting’s agenda.

The previous meeting minutes of October 16, 2008 were approved.

Town planner Sarah Reposa reported on an October 22nd work session of the Board of Selectmen regarding the results of a consultant study on Eastham housing needs.  Sheila Vanderhoef had requested that the NEVC Subcommittee refrain from any finalizing any scope of work for the proposed Stantec Phase 2 effort until the results of this study were presented.  However, Sarah noted there was no meaningful outcome of the study questionnaire results that would help the NEVC Subcommittee in determining Village Center housing uses.  Therefore, it seemed appropriate not to further delay the Stantec Phase 2 study which included a marketing/feasibility study of proposed high density senior housing in the Village Green 2 area.

However, Subcommittee members then reviewed an Oct.28, 2008 letter Sheila had sent to CPC Chair Marc Stahl (distributed to all Subcommittee members before this meeting) that cited two apparent Board of Selectmen requirements (relating to the 5/7/07 Town Meeting approval of the article authorizing the study) that presented further obstacles to the Subcommittee’s desire to have Stantec hired for the Phase 2 study.  These two requirements were Community Preservation Act Committee approval of the NEVC’s revised scope of work for the Stantec study (which Subcommittee members believed had been given) and a review by Town Counsel to determine if CPAC has the authority to make such a determination.   

NEVC Subcommittee members expressed much frustration and concern regarding this Oct. 28th letter, and much discussion ensued as the how the Subcommittee should respond.  It was subsequently agreed that a letter be written to the BOS explaining the Subcommittee’s position on the BOS concerns cited in the Oct. 28th letter and stating the Subcommittee’s frustration and disappointment with the BOS’ seeming disinterest in the progression of the NEVC effort.  Dwight agreed to work with Marc and others in drafting such a letter.   

No further discussion of the revised proposed scope of work for Stantec Phase 2 study took place.  

No date was set for the next meeting.

The meeting adjourned at 3:30 PM.
